Codified at a trattoria that closed during the city-center renovations of the previous decade, at which point the chef retired rather than reopen at higher rent. The vodka is burned off imperfectly on purpose, because the point is the texture change, not the alcohol, and every serious cook in the neighborhood can tell whose kitchen skipped that step. A pan of it is the quiet way of apologizing to somebody you have inconvenienced without explicitly admitting to it.
