One point of armor for one point of weight, in a 2×1 footprint that fits the awkward gap most packs have left over. The Impact set is the cheap floor of protection: nothing here saves you from a real hit, but the whole kit costs less than one Vanguard piece and never slows you down.
Shoulder pads sit in the chest slot, which surprises people. They stack with nothing else on the torso.

Chronicle
Riot-surplus polymer, originally molded for crowd lines and later sold by the crate to anyone who moves fast through narrow places. The pads do not stop weapons and were never asked to. They stop architecture — doorframes, scaffold poles, the corner of a shelf you were sure you had cleared — and they turn each of those into a noise instead of a bruise.
