Overview
What a town for sale costs, by its houses: its buy_price is the faction’s rate for one house standing in the town, and a town’s price is that times every one. Its sell_price is what the faction gives back a house when the charter is sold to it again.
Its treasury- tag is the copper a town’s treasury holds at the start of the world for every house standing in it, which every till in the town draws its float from; its levy- tag the copper a day the treasury takes from each household that has it.
A town’s people come and go by its charter too: a household that has gone leaves-after- days without food leaves its house, and a house left stands stands-empty- days before another household comes to it, which a town draws only while nobody in it is going without, its households hold takes-in-food- days of food and takes-in-coins- copper each, one with another. A town everybody has left is settled again from outside once a house has stood empty resettled-after- days. A place with every house lived in that would take another household in, and has done so for grows-after- days without a break, grows: a hamlet into a village, a village into a town, where it has room.

Lore
A faction that would rather be paid for a town than fight for it sells the charter: the right to hold the place, its lanes and its houses, under the faction's banner. The clerks price a charter by the houses standing in the town, and a charter sold back is bought again at a little less.
