Each rune is keyed at the time of purchase to a specific city gate, using a procedure the cartel describes as administrative and the buyer describes as uncomfortable. Used runes shatter rather than discharge, and the shards are collected and turned in, because the cartel has opinions about shards in the wrong hands.
