Goblins predate the empire. The caves were here first; the kings just learned to feed them. Nobody admits to being the first to throw turnips into the dark and count the soldiers that came back out, but every kingdom’s military tradition has a quiet chapter about the arrangement, and every treasury line item for “livestock feed” hides an asterisk.
