No. Only the unoxidized, unwaxed block of copper can be crafted back into ingots; weathered copper is decorative only at that point.
How do I reverse the oxidation?
Right-click the block with an axe to scrape off one stage of oxidation, or strike it with lightning to fully deoxidize it.
