What tool do I need to mine it?

A stone pickaxe or better. Anything weaker breaks the block without a drop.

Is it affected by Silk Touch or Fortune?

No. It always drops exactly one of itself regardless of enchantments.

How is it different from Waxed Oxidized Chiseled Copper?

It's one oxidation stage earlier — greener with brown spots rather than the fully teal, green-spotted final stage — and, being waxed, it stays that way permanently.

Can it still be cut into other shapes?

No. Chiseled copper is a decorative end-shape; it is not used as a stonecutting input for slabs or stairs.
