What tool do I need to mine this grate?

A stone pickaxe or better. Anything weaker destroys it without a drop.

Does this block let redstone signals pass through it?

No. Unlike solid copper blocks, copper grates do not conduct redstone at all.

Can mobs spawn on top of it?

No. Copper grates prevent mob spawning on their surface even though they are transparent.

Will it change color over time?

No. The honeycomb wax coating permanently locks it at the exposed stage, preventing further oxidation.
