Does oxidation change its light level?

Normally yes — unoxidized emits light 15, exposed 12, weathered 8, and oxidized 4 when lit — but waxing locks the bulb at its current stage and light level permanently.

Do I need to hold power to keep it lit?

No. Unlike redstone lamps, a copper bulb only needs a single pulse to toggle and stays in that state without continuous power.

How is this different from a redstone lamp?

A redstone lamp requires continuous power to stay lit and turns off instantly when power stops; a copper bulb toggles once per pulse and holds its state indefinitely.
