What tool do I need to mine it?

A stone pickaxe or better. Anything weaker drops nothing.

Can I turn it back into ingots?

Only if it is unoxidized and waxed; oxidized copper blocks cannot be crafted back into ingots.

Why wax it?

Waxing with honeycomb permanently stops oxidation, keeping the copper's current color instead of it turning green over time.

Does lightning affect a waxed block?
