Any tool works, and an axe is fastest. There is no minimum tool tier required to get the drop.

Does Warped Stairs burn in fire or lava?

No. All Nether wood variants, including warped, are non-flammable in Java Edition.

Can Warped Stairs be used as furnace fuel?

No. Only Overworld wood stairs burn as furnace fuel; crimson and warped stairs do not.

Can they be waterlogged?

Yes. Stairs can occupy the same space as a water source block, letting builders create submerged staircases.
