How do I break TNT without exploding it?

TNT breaks instantly with any tool or by hand and drops itself as a block, as long as it has not been ignited into primed TNT.

Does TNT drop itself when it explodes?

No. Once ignited it becomes a primed TNT entity and is consumed by the explosion — it only drops as an item if you mine the placed block before it is lit.

How do I ignite TNT?

Use flint and steel or a fire charge, a redstone signal, spreading fire, a flaming projectile, or another explosion. The fuse is 4 seconds (80 game ticks); explosions light it with a random 10–30 tick fuse.

Why did my TNT not destroy blocks underwater?

TNT explosions still damage entities but cannot break blocks submerged in water, so water is a common blast shield.
