Only soul sand. Soul soil, despite its similar appearance, does not allow Nether Wart to grow.

How much does a mature Nether Wart plant drop?

A fully grown (age 3) plant drops 2-4 Nether Wart, up to 7 with Fortune III; immature plants drop only 1.

Can bone meal speed up Nether Wart growth?

No. Bone meal has no effect on Nether Wart; it grows purely on random ticks, roughly every 11 minutes per stage on average.

What is Nether Wart used for besides potions?

Crafting Nether Wart Blocks and Red Nether Bricks, and it can be sold to Cleric villagers for emeralds.
