You must mine it with a Silk Touch enchanted tool. Any other tool destroys it instantly with no drop.

Coral dies when it is not touching water (or a waterlogged block) and converts into its dead variant after a few seconds.
Can Fire Coral be placed anywhere?
It can be placed anywhere, but it only stays alive if at least one adjacent block is water or waterlogged.
