Mine it with a tool enchanted with Silk Touch. Without Silk Touch it breaks instantly and drops nothing.

Can it be planted like living coral fans?

It can be placed the same way, but it has no growth or particle behavior since it is already dead — purely decorative.

What blocks can it be placed on?

The top and four sides of a supporting block, but not the bottom face.

Is there a crafting recipe for it?

No. It can only be obtained by mining natural dead coral fans with Silk Touch or by killing live coral fans out of water.
