Blighted manta ray is a Wilderness-only food restored to 22 Hitpoints per bite. Bought primarily with Last Man Standing, Bounty Hunter, and Soul Wars points, blighted manta is the staple food of PvPers who do not want to risk their entire supply outside the Wilderness because blighted food can only be consumed in PvP areas, Ferox Enclave, the Mage Arena bank, PvP worlds, the Castle Wars lobby, and Clan Wars.
